This session, led by the NAP Global Network, will explore the real-world challenges involved in strategically linking adaptation efforts across various levels of governance, including through collaboration with non-state actors.  

After a framing presentation on the state-of-the-art situation in the Global South, highly experienced speakers involved in adaptation planning and action will deliver a set of Lightning Talks, followed by a panel discussion and interactive dialogue with the audience (including engagement of virtual attendees using an online tool). Through the dialogue, participants will also be challenged to consider the opportunities and the challenges of applying the theory of vertical integration into practice, in their own contexts.

In this session, our experts will showcase the outcomes of two projects that IISD and the NAP Global Network supported to foster innovative and creative ways to communicate the climate crisis through images: the Next Season project, which brought together scientists and contemporary artists to create artwork depicting the climate crisis in Costa Rica; and the collaboration with Lensational, which enabled women in Ghana and Kenya to share their experiences on climate change adaptation through participatory photography.

The Least Developed Countries Expert Group (LEG) is one of the oldest constituted bodies under the Convention and the Paris Agreement, having been established in 2001. It is currently mandated to provide technical guidance and support to the LDCs on the process to formulate and implement NAPs and the implementation of the LDC work programme.

This side event will focus on key impacts and outcomes of the 20 years of support provided by the LEG based on its mandate under the Convention. The main objective is to optimize the opportunity to share positive messaging of what the LEG has done and how significant it is for the process and for the LDCs.

It brings together donors and developing countries to discuss progress and needs, as well as announcements of new funding for the NAP Global Network to increase support developing countries in achieving their adaptation goals.

Many countries are engaged in preparing their first Adaptation Communications (ADCOMs) in 2021. These voluntary, flexible, country-driven reporting instruments established under the Paris Agreement with multiple purposes, including to raise the profile and visibility of adaptation. ADCOMs present an opportunity to distil, synthesize, and report progress on adaptation as well as articulate their future needs and priorities–including on capacity building.

As a part of the COP26 Catalyst For Climate Action Day, this session will explore how ADCOMs can advance capacity building for adaptation planning and action.

Adaptation planning must combine macro policies at the national level with grassroots work at the local level. On the one hand, central government institutions have a crucial role to play in advancing the implementation of climate change adaptation measures by creating conditions, legislation and incentives to guide and facilitate decision-making at the local level.

Additionally, the design and elaboration of public policies must be accompanied by processes and actions that contribute to adaptation at the local level, involving local governments and communities. This event aims to share success stories and lessons learned on vertical integration between national and sub-national adaptation planning processes in Latin America and the Caribbean.

  Descripción: La planificación para la adaptación debe combinar las políticas macro a nivel nacional con el trabajo de base en territorio. Por un lado, las instituciones del gobierno central tienen un papel crucial en el avance en la implementación de medidas de adaptación ante el cambio climático al crear condiciones, legislación e incentivos que permitan guiar y facilitar la toma de decisiones a nivel local.

  Por otro lado, el diseño y elaboración de políticas públicas debe venir acompañado de procesos y acciones que contribuyan a la adaptación a nivel local involucrando a los gobiernos locales y las comunidades. El objetivo de este evento es compartir casos de éxito y lecciones aprendidas sobre la integración vertical entre procesos de planificación de la adaptación a nivel nacional y subnacional en América Latina y el Caribe.

At COP 25 Parties adopted the 5-year enhanced Lima work programme on gender and its gender action plan (GAP). The GAP includes an activity for Parties and relevant organizations to strengthen capacity-building efforts for governments and other stakeholders in mainstreaming gender in formulating, monitoring, implementing and reviewing, as appropriate, national climate change policies, plans, strategies and action, including nationally determined contributions, national adaptation plans and national communications.  At this event, which will launch the virtual gender market place, the NAP Global Network will provide an update on the state of gender integration into NAP processes.

Men and women experience climate impacts in different ways. The collection of sex-disaggregated data provides the foundation for mainstreaming gender equality into policy. This workshop provides an opportunity for practitioners and policymakers to share examples of integrating gender indicators into reporting, demonstrating the great importance of using a gender lens to support monitoring and evaluation work.

The new EU adaptation strategy (2021) underlines the need to better link the internal and external dimensions of adaptation with partner countries, particularly in Africa. The panel will discuss how this can be done by looking at three overarching themes: science and data generation; governance and policy design; policy implementation and concrete projects on the ground.

The session will be hosted by the Climate and Development Knowledge Network, the Resilience Knowledge Coalition and the Adaptation Research Alliance – three major global initiatives that seek to ensure that action to enhance adaptation and support resilience stems from a robust foundation of research, knowledge and learning. These three initiatives will share their different but complementary approaches to ensure adaptation action is locally-led and able to tackle the challenges of climate change in the 21st century.

The expected outcomes are to explore innovative approaches for moving knowledge into action; to examine new platforms for establishing researcher-practitioner linkages; to identify approaches for sharing local knowledge and surfacing expertise and leadership from vulnerable communities; and to understand practical entry points for engagement with these three initiatives.
