The Asia-Pacific peer learning cohort event on monitoring, evaluation, and learning (MEL) systems for national adaptation plan (NAP) processes took place from April 13-15, 2026 in Paro, Bhutan. Co-hosted by the Royal Government of Bhutan, the peer learning event brought together government representatives from Bhutan (host), Cambodia, Malaysia, the Philippines, Thailand, Timor Leste, Tonga, and Vietnam. Building on the foundational knowledge and exchange from previous events in Vietnam and Thailand, the third annual peer learning event focused on understanding the role of MEL systems for NAP processes and their link to national decision-making and international reporting, including Biennial Transparency Reports (BTRs). The event also aimed to
- strengthen practical approaches to indicators and adaptation data systems: Participants explored how to develop adaptation indicators and organize data systems, including by taking stock of existing arrangements and data sources, prioritizing data needs, and improving data collection and management processes;
- improve the analysis, reporting and use of adaptation data: Discussions focused on how countries can better analyze and use adaptation data for NAP progress reports, evaluations, BTRs, Adaptation Communications, and to inform policy and implementation improvements; and
- facilitate peer exchange on real country experiences: Sharing concrete examples of what countries are doing in practice, what is working, what is challenging, and what lessons can be transferred or adapted across contexts.
The peer learning event was funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The presentations and photos from this forum are available below.
