The Climate Change Ministerial Committee (CCMC) is composed of representatives of national–level ministries, including Environment, Energy, Finance, Public Utilities, Transport, Local Government, Health, Housing, Planning, Agriculture, Tourism, as well as the Tobago House of Assembly (a unicameral decentralized legislative chamber within the unitary state of Trinidad and Tobago). The Multilateral Environmental Agreements Unit serves as the Secretariat to the CCMC and must utilize the Climate Change Focal Point Network to form subcommittees to guide sectoral policy implementation. Sectoral actors—including public, private, and non-governmental—are responsible for the implementation, monitoring, and evaluation of adaptation actions.
